I realize how cruel hospitals taking advantage on nursing training fees. In Davao city some of the hospitals, private and government owned are charging Nurses for their training fees. If you want to have an experience let say in ICU, the nurse would have to pay roughly 5,000 to 8,000 per 3 months. This nurses are already professionals and entitled to receive wages.
The NARS project that DOLE initiated is well compensated. I felt not being exploited at stipend of 8000, a local government unit of 2000 , with a total of 10,000/month is professionally accepted. The program will be exposed 3 months in community, and another 3 months in hospital. All exposures are located in rural areas where nurses become the frontliners of health. By the end of the program, I am expecting a proud certificate signed and recognized by the Department of Health, Department of Labor and Employment, and Proffessional Regulation Commission-Board of Nursing, which I am proud to include it in my credentials for applying abroad. The Department of Labor and Employment (DOLE) today said the application of unemployed nurses who want to be hired and gain the necessary work experience under the NARS program starts today, Friday, Feb. 20, 2009.
Labor and Employment Secretary Marianito D. Roque said interested nurses may file their application at the nearest DOLE regional office, or online at http//www.nars.dole.gov.ph where application forms can be downloaded.
Roque said the DOLE would entertain applications and conduct selection of nurses for deployment to rural areas until March 22, 2009, adding an initial 5,000 nurse-trainees would be selected for deployment beginning April 1, 2009. While on training, the nurses would receive a minimum stipend/allowance of P8,000.00 per month.
The DOLE Chief said that unemployed registered nurses who are physically and mentally fit and willing to serve in their hometowns and who meet the following requirements may qualify for the training cum employment under NARS: a) with valid nurse license issued by the PRC, b) not over 35 years old, c) resident of the identified municipalities; d) no nursing-related practice for 1-3 years.
He also said that another batch of 5,000 nurse-trainees would be recruited between Aug. 15- Sept. 30, 2009. Deployment of the second batch to rural areas would commence on Oct. 1, 2009.
NARS, which stands for Nurses Assigned in Rural Service, is a training-cum employment scheme wherein the hired nurses would be deployed to their hometowns in rural areas to undergo six-month training in providing public health services and in performing clinical functions under the guidance of participating nearby hospitals and other medical facilities.
Launched by President Gloria Macapagal-Arroyo during the Multi-Sectoral Summit on "Joining Hands Against the Global Crisis" held recently in Malacanan Palace, the NARS program is a collaborative undertaking of the DOLE, the Department of Health (DOH), and the Professional Regulations Commission's Board of Nursing (PRC-BON).
Roque said the program is part of the government's efforts to generate jobs for the unemployed workers and, thus, promote the employability of these workers in line with the pump priming strategies aimed at mitigating the impact of the global financial crisis on the Filipino workforce.
The DOLE Chief stressed that promoting the employment of Filipino workers is at the top of the national agenda as this would ensure the country's capability to cope with the global crisis. "Employed workers would sustain demand and, thus, the economy," Roque said.
He cited the NARS program which was conceived to provide employment and the essential work experience to unemployed nurses. He said the glut in nursing graduates has resulted in the proliferation of "volunteer nurses" working in hospitals without being paid, noting that the volunteer nurses even pay hospitals in order to obtain certificate of work experience.
With the NARS program, Roque said the unemployed nurses would be paid while gaining the work experience, which they need for full-time employment in hospitals locally and eventually overseas.
He said the DOH and PRC-BON would design the NARS training module and closely monitor the training process to ensure that the nurse-trainees are equipped with competencies essential for local and overseas employment.

Summer Operation Tuli
I went to remotest area of my town and conducted an operation tuli. With the supervision of a municipal doctor, I operated more than 50 school boys. Here are some tips I learned during this minor surgery:
> As a nurse , nursing process is the most valuable protocol before conducting an operation. Assess penile foreskin if readily retractable. The most important thing is to retract the foreskin down to its shaft ( penile body)
> One main concern as a nurse you have to think when there is an operation is to let the patient set in comfort. One thing is to give anesthetic drug by injecting it to the base part of the penis, intradermally forming a large bolus of anesthetic drug. The drug temporarily stops the conduction of nerve implulses to the distal portion of penis.
> Assess its pain by asking the boy for sensation. How? Try pinching the tip using forceps. If the boy reacts minimally then you can start the cutting.
> make a center line in the foreskin by using a forceps at the middle of the shaft. This serve as your guiding line in order for you to have straight cut.
> Cut at least 2cm proximal to the groove of the glans penis.
> suture using 2.0 chromic all the edge of the cut to eliminate bleeding. Prinsiple: suture serve as pressure allowing the open vessel give time to clot and heal, preventing from hemmorhage.
> then lastly , most important thing is to pack it with OS around the shaft.
